[FR] Vote auto-summaries sent to ML

Following up on the +1/-1 mailto: links from Woof! interface.

On a flip side of Woof! vote summary, it might be good to remind people
that current thread accepts votes. Maybe via auto-replies upon creation
and after certain number of votes is registered.

Vote summaries are not the information easily available in the mailing
lists. So, it might be a good idea to "archive" this by sending emails
from Woof! to ML threads. A reminded to ML dwellers about voting may
also facilitate the responses.

Yes, I believe these ideas are useful and can help maintainers and
users better use votes.
