URL fragments/hashes are lost across page redirects

https://antifandom.com/adventuretime/wiki/Censorship_of_Adventure_Time_on_Cartoon_Network_Australia#His_Hero, 
which shortly redirects to https://antifandom.com/adventuretime/wiki/Censorship_of_Adventure_Time, 
losing the #His_Hero hash/fragment. 

This is because redirects are done via a "Refresh" header, rather than a 3xx 
redirect status code + a "Location" header. From my experiments, redirections 
done via "Refresh" do not preserve their fragments. Additionally, it is 
guaranteed that redirections done via 3xx status codes preserve their hashes:
