Happy lunar new year,

I've just tagged 0.2.5, whose wheels were built on Debian Stretch,
targeting the new manylinux_2_24 defined in PEP 600.  Effectively,
this makes future CI/CD debugging easier, otherwise it is the same
as the previous release.
