I saw that a coupling limit of 20 wagons was recently added to master. 
While I'm not objecting to the idea of a limit, and I'm thankful it's 
configurable, I wonder what the rationale was to choose 20 specifically. 
Is this close to what fits inside the boardcom formspec?
