I just came across this page that describes a terminal web reader that seems to be architectured around the same ideas as offpunk's tour along with its offline mode:

It looks like offpunk is more "advanced" but I thought it was interesting that other people had the same need.

Thanks for sharing, that’s really cool. It looks like pwr is a 350 lines
python script so, obviously, it should be way more limited than Offpunk
(or they are way more skilled than I am!).
I find it cool and I hope more solution like that emerge.
As they are using python, they could probably benefit, in a way or
another, from offpunk or we can at least discuss. Unfortunately, the
only way I’ve seen to contact Alex Bradbury is through Twitter or
LinkedIn. (platforms I left years ago).
If someone is on those platforms, don’t hesitate to tell him about
Offpunk and ask him what is plans are for PWR. I would be very
interested to get in touch.
The more solutions, the merrier ;-)
(and I do really appreciate that people start using the mailing-list to
share more about their related experience)

The code is on github, so I guess if you still have an account you can start a
discussion there (although I'd love to see the discussion happen in this
mailing-list)
