Hi!
I'm the new upstream for all OSSP software (cf. https://sr.ht/~nabijaczleweli/ossp).
As part of this, I'm evaluating which downstreams still ship it,
and if I need to thaw out anything beside ossp-uuid
(to this end, AFAICT,
all your ossp-uuid patches will be made obsolete by 1.6.2+1).
This new upstream comes with a mirror of old tarballs
(this is of particular interest since the old upstream's FTP server is,
at any time dying, dead, or broken),
resp.

Source0: https://lfs.nabijaczleweli.xyz/0022-OSSP.org-mirror/ftp.ossp.org/ossp-ftp/pkg/tool/eperl/eperl-%{version}.tar.gz
and the appropriate URL: stanza is probably closer to https://sr.ht/~nabijaczleweli/ossp.
Per
https://packages.fedoraproject.org/pkgs/uuid/uuid/
https://packages.fedoraproject.org/pkgs/perl-eperl/perl-eperl/
I see that you list
ossp-uuid: MIT
ossp-eperl: GPL-1.0-or-later OR Artistic-1.0-Perl
both of which are wrong.
ossp-uuid uses rse's bespoke licence
https://git.sr.ht/~nabijaczleweli/ossp-uuid/tree/trunk/item/README#L51
(though he calls it "MIT" on
https://lfs.nabijaczleweli.xyz/0022-OSSP.org-mirror/ftp.ossp.org/ossp-web/doc/license.html
it very obviously isn't).
I haven't found a match for this licence in the SPDX corpus
(It's similar to 0BSD and ISC).
ossp-eperl is SPDX "GPL-2.0-or-later OR Artistic-1.0-Perl":
https://git.sr.ht/~nabijaczleweli/ossp-eperl/tree/trunk/item/COPYING
https://git.sr.ht/~nabijaczleweli/ossp-eperl/tree/trunk/item/ARTISTIC
but it also ships GNU getopt (in eperl_getopt.c),
which is GPL2+ exclusively
(and GNU shtool which is GPL2+ exclusively, but the exception applies,
so it doesn't affect the rest of the package),
so the package on the whole is GPL2+ I think?
Since I don't think it's possible to take the Artistic-1.0-Perl option
(unless you repack away GNU getopt, which I don't think you do)?
Best,
