The main difference between the two is that GNU ELPA requires all contributors to assign copyright to the Free Software Foundation. This has never been a problem with my packages, though you might prefer the less bureaucratic approach of MELPA. Given that 'citar' is in MELPA, I think it makes sense to opt for that.
