i18n of aerc, docs

Greetings, esteemed developers, subscribers, and users.

Localisation could affect the following parts:
- aerc itself (using standard po files)
- the website
- the manpages
- README and Contribution guidelines (README.de.md)

What I don't think should be translated:
- wiki
- changelog

As for quality control, as this is somewhat difficult, I would suggest a 
stewardship system, where every language has a "steward" who is a native 
speaker and gets the final say on whether or not a translation is 
appropriate.

I volunteer the following people as stewards, and am open for ideas, 
feedback, and stuff.

For tooling, weblate could be used.

Is this also an order of importance? Imho contributing already requires an adequate command of English, so I'm not sure about translating that.

I have no idea about tooling, but it would be nice to have a mechanism where's
it more-or-less obvious if the translated version is up-to-date with the
English version. The manpages are bound to be lagging behind, as is probably
any other text.

That's a fair point. My idea was, that a commit message is something we
will gladly nitpick about, to the point of absurdity. Having all the
steps to get to the patch translated would probably help those with less
of a firm grip on the english language.

Yes, this is part of the reason, why I think something like weblate
might be a good solution. This way we even get pretty progress bars.
