It is correct. You would link to external videos that browsers would
render out of your page.
I agree that your use case seems out of the scope of SourceHut pages.

Sourcehut is not a web hosting site; it is a software project hosting site.
That it allows things like dotfile repositories and website source repositories
is a gray area bordering off-topic, not a rule.
