So I'd favor a fourth access option "Subscribe" for the "Non-subscribers" category. Whether they are sr.ht users or not should not make a difference. Yes, that's the behavior of GNU Mailman. I'm fine with any final decision about this, I was just a bit confused by the current behavior (hence the patch.)
