This release is a hotfix release. It addresses an issue where Tenacity
was not shipped with a built-in LAME library on Windows and thus
require the library to be loaded at runtime. In this release, LAME
loading has been removed entirely and is instead built into Tenacity.

This is also the first release where I'm not late in making an
announcement on the mailing lists. From now on, I will be making
release announcements on this email as a way to establish a formal
outlet of communication in addition to the Fediverse.
